Siamo nel 1924 e una piccola comunità danese riesce ad evitare il pagamento delle tasse grazie alla generosità di ricco conte che però all'improviso muore. Se le condizioni non saranno soddisfatte il suo denaro andrà ad un'associazione per la tutela dei gatti randagi e i suoi concittadini dovranno iniziare a pagare le tasse. Date le scarse abilità erotiche della popolazione, Carola (Lone Helmer), conosciuta come la "sgualdrina", è l'unica che può salvare la città.
